its been out there a while, and it is an offical game, not as great as the first 2 tho, and its not really a third, too bad the third isnt comming. It less of a Rpg like the first one were, and more of a stratagy squad controlling game, pretty fun.

What does it mean? It means Interplay has completely lost their collective marbles and gone console-nutty instead of continuing to make a game that would've actually appealed to what used to be their main fanbase.
In case you just read the FOBOS (Fallout: Brotherhood of Steel) game description and you're still hanging on to some glimmer of hope that the game will ever live up to the originals in any way, just read these:
<a href='http://www.duckandcover.net' target='_blank'>Duck and Cover</a>, a highly-respected Fallout fansite that was kicked out by GameSpy for spreading rumors that Fallout 3 was in production -- rumors that were proven true once GSI cut off hosting for them. <a href='http://www.nma-fallout.com' target='_blank'>No Mutants Allowed</a>, the oldest Fallout fansite still in existence, who asked to interview anyone on the FOBOS team and was completely turned down despite the team's announcement that they'd like to have a better relation to Fallout fans. (The real Fallout fans had such a bad reaction to the games that Interplay has closed FOBOS' section of their forums entirely)

They have a skewed concept of what the Fallout universe was all about.

Like the Baldur's Gate series and BG: Dark Alliance?
Part of the same story universe....but not the same story arc, if you will. It's more of a sidestory-type thing.
