Command Menu?

Okay we've all seen the command menu somethime or another, from bind scripts in CS or chat binds here in NS, I was wondering how to change the colors of the command Menu? I used the search in the forums and on THE ULTIMATE GOOGLE but got nothing. How can I change it from the old black and yellowish orange, to something else?

Yup, i was wondering if i can change its color to like, blue/green/rainbows and what not.
