Or perhaps could I get a link to a good ps tutorial site with that kind of info?

    use black and grey colours then filter -render -Clouds -filter -artistic -sponge the set it to 0. 0. 1.

    they go to Edit ajustments and brightness/contrast put the contrast to about 45 then the brightness to about -10 dempending on the shade of grey u used
