Mouse Issues

Getting this out of the way first:

AMD Duron 701 MHz Processor
256 MB of ram (I can find out what type, if needed)
Nvidia GeForce2 MX/MX 400 (Latest drivers)
Dial-up Connection, 28k (If you think this matters)
A plain plug and play Hewlett Packard mouse, trackball, not wireless (I have had this issue with opticals, wireless, etc)

The issue is that when playing Half-Life mods, annoyingly often my mouse will suddenly "lag", and then overshoot whatever input I gave it for a second. For example, if I used my mouse to look up while this was happening, it would look up in a slow and jerky fashion, then suddenly jerk up very fast and keep me lookng up for a few seconds. I find this to be almost certainly related to my FPS, since when I cap my fps at 20 in Natural Selection, for example, I don't experience mouse lag. Capping my FPS at 30 or 40 will allow this to occur. On mods where I get 100 fps easily (Counter-Strike and the like), this "Mouse lag" occurs much more often. I would rather not cap my FPS at 20 in all of my mods, since not only am I used to playing with high FPS, it really does detract from the look and atmosphere. I honestly can't remember when this started happening, possibly when I installed my Geforce2 in place of my old Tnt 2 (Perhaps a failed driver uninstall leading to some sort of conflict?).

I've tried tech support boards such as the steam forums, unfortunately either their fixes didn't work, or their advice was just horrible (A "get a better wireless mouse then, loser" sort of thing). I've tried a registry fix, turning off taskswitch.exe, disabling pointer acceleration, and god knows what else. If any of you have ideas, or would like to know more about the situation (I'm sure I can rack my brain and try to help you lot help me), then just tell/ask, and I'll be glad to assist. This issue is really interfering with gameplay.

    Make sure youre running OpenGL and not D3D

    Oh, I'm sorry, I figured it was a given I would be using OpenGL. Yes, naturally I am. Any ideas on this?

    First, make sure your Nvidia Desktop manager is disabled.

    The check

    Control Panel > Nvidia> Desktop Manager

    Make sure only the Manager and Profile are able to be accessed, all else will be greyed out.
