Sticky Controls ?

<div class="IPBDescription">Controls 'stick' midgame</div> I'm having a problem with my controls 'sticking' in midgame. I don't think its a framerate issue, since it doesn't skip in the same way as a framerate skip does, and it happens during times that aren't taxing to the card as well. One of two problems occurs:
1) The fire command 'sticks,' and I am unable to stop firing unless I switch weapons or the clip runs out, and even on the switch there are times the next gun keeps going.
2) My view jumps around, skipping from one point to another, almost stop-motion style. Also, stuff is still moving around when this happens, which is another thing that leads me to think its not the graphics that are the problem.
Anyone have any ideas on how to fix this? I had a thought that my mouse was dying, which is a distinct possibility since I use it a whole lot and have had it for a while. However, the problem is incosistent, and doesn't seem to happen in other games at all.

I also noticed that I didn't get a drastic enough fps drop on the net_graph to have it be a graphics problem, it happens rarely with Condition Zero but it does happen. I have tried lowering resolutions and settings, and that doesn't seem to affect this problem. I do notice that the problem happens mostly when there is a lot of activity going on, perhaps due to me being a bit more frantic with the controls?
I'm leaning more and more to a new mouse. . .
BTW, the mouse is used through a usb port, not a ps2
Maybe if we put our heads to gether we can solve this once and for all. I have the following specs:
Intel P4 2.4 O.C. to 3.06
512 RAM
XP Pro
Nvidia 4600 128mb ram using OpenGL to render NS 99 constand FPS
Logitech MX700 optical mouse (USB)
SB Audigy MP3+
Cable connection @ 512k
Rate = 9999
cl_updaterate 50
cl_cmdrate 60
cl_cmdbackup 0
I have tried:
reinstalling DX (worked lastime not now)
turning off mouse acceleration in game
setting em_exec to above normal priority
reinstalling NV driver
upgrading SB drivers
all kinds of rates and cl_* settings
STILL I get control freezing only when the opposite team is in my general perimeter. The more enemies the more freezing I get. I do not see this in CS so I do not think its STEAM (although I would love to blame it on them).
Are any of my specs similar to yours?
I downloaded and installed the LOGITECH ADVANCED TWEAK UTILITY FOR MOUSEWARE. I changed the mouse performance to speed instead of precision and told it to ignore acceleration in games. My problem is 99% solved. I say 99% because I think my controls froze the last time I played... but it was so brief and is so rare that I can not be sure. Thats good enough for me.
