well i never messed with CL_rate in NS i always had goodperformance but i think a question like this should be in technical support

There is no right answer to the rates questions - it is dependant on many factors, not least of which is your connection type. Just hit google and you ought to find a decent guide.

You can't set your rates higher than what the server's max is.
Setting rates that absurdly high would, if the server allowed you to go that high, lag your a.s.s to kingdom come and back.
Most servers have cl_updaterate around 20-75, and cmd_rate around 25-50.
It's funny. One time #cri played a clan that we knew to use cmdrates of 100+, so we set our server so it would allow rates that high, and they had pings of 120+ the entire game while we all had less than 80. Good stuff. The 80 pinger on our team was west coast, as well.
