1) Create a new document. Size is up to you (i use 1000x1000 pixels) and 300dpi (make sure colours are set at black and white by pressing d)
2) Filter -> Render -> Clouds
3) Filter -> Render -> Difference clouds
4) Filter -> Sketch -> Chrome 4,7.
5) Filter -> Liquify. Mess it up really bad.
6) Filter -> Brush Strokes -> Spatter. 10, 5.
7) Create a new layer under the current one.
8) On new layer, filter -> Render -> Clouds
9) Filter -> Artistic -> Sponge. 0,0,1
10) Set top layer to overlay mode.
11) Merge layers
12) Press ctrl+l to get levels box up, set input levels to 0, 3, 10-30 (lower the number the less stuff is there)
13) (If layer is background, duplicate it then delete original background). Use magic wand tool, with tolerance of one and contigous unticked, click in the white of the layer and press delete when it is selected.
14) Edit -> Define brush. Call it whatever you want.
Here is a small preview of what you can do:

It's very nice to see someone actually making up his own tutorials instead of just pasting those same links all over again <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->

You don't have to do the liquify part, it just looks better IMHO if you do.
but in which program do you make those "Grunge Brushes"?
Requires Photoshop... 7+ recommended.
Currently they are not tileable. Usualy, clouds and render clouds are but since this modifies them after, it alters the tilable borders a bit.
I was tired when i wrote it.
Should be:
9) Filter -> Artistic -> Sponge. 0,0,1
