False Fps?

Ok, I recently upgraded my operating system from Windows XP to Windows 98. Microsoft might disagree with my assessment... but I don't really care with what they think. So I have some trouble with DLLs but get it all sorted out, and get Steam installed, and NS downloaded and patched clear up to 3.0b4a. I turn off my Vsync, and open NS display properties, turn up the resolution, and set it to use D3D. It immediately comes back and tells me it can't use D3D and has put it back in OpenGL. That's the first problem.. I'd really like to use D3D, and I'm sure my graphics card supports it, other programs are using it. But anyway, I decided I could live with OpenGL, and connected to my favorite server. Thats when things got weird. I have net_graph 3 up, and it says I'm running at a near-constant 100 FPS, but as soon as I start moving around, it becomes quite clear that somethings wrong. It feels like its 30 FPS at best. The net_graph still says its at 100, but it's way off. It's even slower than the 70 FPS net_graph used to report with XP. Because the game believes it's running at 100 FPS, I have no clue where to even start fixxing this problem. Anyone who can tell me whats wrong, point me in the right direction, or tell me his buddy had this problem and commited suicide because he could resolve it, ANYTHING would be appreciated. As always, firmware updates for motherboards, latest detonators for your vid card, try dropping the res (though I doubt that will help) and seeing what happens. If you've done that, then hopefully someone who has more clue than I can help you.
Have you tried a forum search for someone with a similar problem?

Other than that, probably a graphics card problem or perhaps a Vsync thing. Check your monitor refresh rate; it might be set at 30 or so.
And why not OpenGL? I've played Steam NS across two cards already (a really old Rage128, and my current Radeon 9800 <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html//emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif' /><!--endemo--> ) and in both cases OpenGL runs better.
What is it were missing? Or is it a fps limit bug effect some of us with med spec comps?
