I Need Help With Retouching A Picture

I'd like to know if anyone could help me with improving the quality of a picture. The picture was made using a webcam, which as I'm sure we all know, doesn't quite produce high quality pictures. Part of the picture is included at the bottom of this post to give you an idea of the picture quality in its current state.

Why is this so important you say? Just make another picture with a proper camera!
Well, I haven't seen this particular person in over two years so that's going to be quite hard <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html//emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif' /><!--endemo-->.

I'm quite keen to have a decent quality picture instead of the one I have now, so any help or suggestions to improve the quality are welcome. This includes links to tutorials that you have found to work well, people's e-mail adresses etc.
Hell, if anyone can turn the actual picture into a really good quality one, I'll even pay you for it <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->.
If noone can help, I'll have to make do with what I have now.

    photoshop and de-grain or something like that in the filters for photos.

    Works for mine atleast.

    Aye, this is what a de-speckle (photoshop 8.0) and an auto colour got me.

    Although the "better" colours increase the noise that's hidden by the original darker colours <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html//emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif' /><!--endemo-->

    For Photoshop, Gaussian blur, a slight increase in brightness, an increase in red and yellow channels. After that, you can dodge or burn specific parts of the picture that need to be lightened or darkened. The biggest problem seems to be this strange haze in the background, which I'm not quite sure about how to remove. The only thing I can think of is careful repainting onto layers with low opacity.

    I think I'll look into every available option in the weekend and see what comes out of it.

    ThinG, photoshopping a picture to better quality is HARD. The result is usally not good, it gets blurred. I think you will have to face that you aint getting a better picture of the character than what is already here in the thread. <!--emo&???--><img src='http://www.unknownworlds.com/forums/html//emoticons/confused.gif' border='0' style='vertical-align:middle' alt='confused.gif' /><!--endemo--> good luck with it!

    I tryed but I cant really make it much better without bluring it, maybe someone can use my one and go from there
