Full Tech Tree...where?

<div class="IPBDescription">Don't know where to grab a tech tree</div> I've been playing NS on and off on the pubs since the latter days of 2.01, and I'd like to start commanding, but before I do, I'd like to know where I can get the tech tree of the buildings, else I can't really get a strategy in mind before the game. Additionally, does anyone have any favorite strategies that they use when playing as Commander?
