Massive Lag In Last 4-5 Days

Within the last 4 or 5 days my Latency has gone from a usual 60 to 70 to a whopping 300 all the way up to about 1230. Has anyone eles experienced this, does anyone know how to fix it?
My specs are-
CPU - Pentium4 3.0Ghz 800Mhz FSB
Sound - Turtle Beach Santa Cruz 5.1 surround
AGP - Nvidia FX5600 Ultra
Ram - 1Gb
OS - Win XP Pro
Graphics Mode - OpenGL 1280x1024 LCD mon
Client- Steam
Version- 3.0 Beta 4a
PS- What is WON and where can I get it (it was in the Tech Support faq).

I'd check to see if Steam has reset your rates in the options menu in the "connections" section first. (Probably not it, but hey... it might be)
WON was the server system wotsit that NS and all other HL (mods) used. Now NS runs through Steam. Won will be closed down at the end of the summer if I'm not mistaken. 1) my **** netgear switch dieing... now dead
2) my rate somehow got set to 1500
Select whatever setting is right for your connection.
Also, you probably can run NS is a higher resolution. I have less RAM & a slower processor and I run 1400x1050 or 1600x1200 just fine.
