Depends if ur on combat if u are u have to get the a certain amount of points to get a shotgun its 2 if u dont get anything else. and if ur not on combat the commander will drop u a shotgun. Usually if u ask he'll drop one.
Whatever you do : Don't ask for a Shotgun. If your comm thinks you're intelligent enough to not be a waste of 10 res, go you. Saying "YO COMM SHOTGUN PLZ!" will just make really sure you don't get one.

You are only able to select desired upgrades once you have obtained enough experience, (kills, or being near kills, gets you experience,) to fill one bar of experience, or level. As you need 2 upgrades to get to shotgun, you need to levels. This is level 3, as you start on level 1.

That's it. EVERYTHING else is done by the commander. Therefore, the commander drops shotguns if he feels the need. DON'T ask him for one, unless you know what you're doing with the thing... If you get one, and screw up badly, it'll take a long time to get rid of the reputation of being a nublet marine. Even worse is asking for one when it's not even needed.
