    well they are called signitures and you can make them yourself

    Avatars must be 64x64. I used <a href='http://www.swissquake.ch/chumbalum-soft/hlmv/index.html' target='_blank'>Half-Life Model Viewer</a>, <a href='http://www.irfanview.com' target='_blank'>Irfanview</a>, and MSPaint to create my avatar.

    This is a grave overstatement of the average Windows user.

    Case in point: The MS Paint equivalent of the 'Import' function is called 'Paste From...'.

    Paint is a simple tool used for any windows type. Anyone with the common sense to look around a bit when they first install Windows should look at thier start options. This will lead them to clicking programs to see what windows offers them.
    Aventually finding paint Windows/Start/Programs/Accesories/mspaint. It's not that hard and I appoligies to anyone I overstated but to everyone I know it's just common sense.

    Actually, you want to use Irfanview to import the file, then copy and paste to MSPaint. Once your done, you copy and paste your image back into Irfanview.

    I prefer using a sufficiently powerful image editor (such as Paint Shop Pro), so as to simplify the process. Import, edit image (and palette), save as bitmap.
