Ditto. Only ever seen one aimbotter/wallhacker ever, and that was over a year ago.
I used to have an .avi of someone with an aimbot laying around, from 2.0 I think, but I lost it. Oh well. Haven't seen one in months and months.
Indeed, send it to a CAL-NS admin (if they want it, that is).

There are, however, certain ways to determine whether or not someone is probably cheating. Enabling a hack while watching a demo is often good to spot wallh4x. But there are traits to hacks, that could almost be considered flaws. For, example, when the crosshairs vibrate around a specified point on the model. Furthermore, when the crosshairs ALWAYS focus on the same part of the model (hard to spot sometimes). When the player kills an alien or marine, the crosshairs instantly move to another alien/marine (good players do this just by knowing about how much it should take to kill their enemy, but when they have aimbot enable it looks much more suspect). If a player is shooting an alien and suddenly jumps to another alien (before the first one is dead). This has to do with the inability for a hack to know which model the player is trying to attack.
These are just a few of the things I've noticed. If you disagree with me on these, I'll grant that it isn't an exact science (wait, actually it is!), and any good player might show one or all of the things I've listed. However, there isn't much a person can do to spot a hack than rely on experience.

The number of 'cheats' is incredibly low, and usually it's just a good run combined with a decent play ability. We all have those 'in the zone' moments, but it's very hard as an admin to make a fair call.
End of the day, it's your server, and wrong or right, it's your call to make.

Cheating death makes it hard to cheat, vac makes it hard to cheat, going from WON to steam makes it hard to cheat. The game itself I seriously doubt has any substantial impact on cheating. (Assuming we are talking about hl mods)
I personally doubt there are a abundance of cheats out. Although I can almost be certain none of them are cd safe, so join a cd server if your worried.
