I just useually load winamp in the background and have a few hotkeys setup like 8 9 and 0 sure it dosent respont until after 5 seconds but its better than nothing.

cl_musicenabled should be 1 cl_musicdirectory .. If this is left blank, does it automatically go to nsp/music? Otherwise, a C:/music/subdirectory/superfunksongs/ argument should be in place, no?
cl_musicvolume .. This is the one I have serious questions on. It may be a percentage, or a full number value.. but things like the HEV suit volume is a decimal.. so, again, I am unsure.
I wanna nail down this bug in my mind. If it's all just bad client settings, the proper defaults can be quickly included in the next patch.

Aside from that.
Edit: After testing, cl_musicdirectory, if left blank, seems to default to nsp\music. Exact file structure is needed for anything else, heh heh.
cl_musicvolume is, indeed, NOT decimal based. A value of 100 is unobtrusive.
cl_musicdelay is (I suppose) the time interval between songs. 0 = constant music.
I need more testing to see if it's seconds (likely, since the default was 20) or minutes.
