Lag With No Latency?

had to format my comp the other day. got steam and ns back up and started playin'. ever since, i get this weird problem at only certain times in during play. i can be runnin' around with a full screen of people during lets say... combat. everything is fine until i get into a room with one or two skulks. and suddenly my box starts actin' laggy. if i check the players list, i can see im still pingin' a 30 or 40, but man, its like im pingin' 400. and the mouse freaks out, can't get it to even look in the right direction. its only when a group of enemy players shows up on screen, specially if they get close. dosn't matter which team either, and its not just any co_ map either, it can be any ns_ map.
aside from that, i can run doom 3 with full specs at 800 x 600 with anti a. at x4 and no problemo at all.

radeon 9800 somthin'er'other. [ its not my box, just one i use at work to play games. ]
and im on a 10 meg connection, but its wireless, so that may have something to do with it. thing is, it only recently started after i formated. if anybody needs more specs, just let me know. i'll get more details, its just really late tonight.
