Odd Jitteriness

<div class="IPBDescription">what</div> Ok, so, getting a strange "jittery" effect when playing NS, which sort of resembles low framerate, but. With net_graph 3 running, here is what I have observed:
1. FPS remains between 80 and 100.
2. No loss.
3. No choke.
4. Ping, if connected to a remote server, never getting higher than 50ish.
However, I don't think it's a rate issue of any sort, since the effect occurs when I've loaded a map locally (i.e.: map ns_whatever in console). The effect may, or may not, be there when viewing demos, I'm finding it hard to tell the difference between playback of HLTV demos and my particular jitteriness. I've tried having AA and AF off, at low settings, mid settings, and max settings - none of them make a difference. I've tried a variety of rates (7500, 8000, 8500, 9000, 20000) and a variety of cl_updaterate and cl_cmdrates (20, 30, 80), all with the same results. I am somewhat at a loss.
My system:
Motherboard: AOpen AK77-600n
Chip: Athlon XP 2500+ (stock speed)
RAM: 1gb pc3200 Mushkin cas2.5
Video: Sapphire Radeon 9800pro 128mb - official cats from 6/10/2004
Sound: Realtek integrated
LAN: Realtek integrated
Ideas for further troubleshooting steps would be appreciated.

Just a thought.
edit: you can sort of mix drivers by getting the 3.8's for instance and open them in winrar/zip and extract the atioglxx.dl_ from one of the sub folders. And then open CMD from the start-> run and navigate to the folder where you placed the file. Use expand on it(e.g. expand atioglxx.dl_ atioglxx.dll) and it will be fully unpacked. To use this GL driver for a game you can usually place it in the main game folder as most games look there before they look in system32. You can get a later version of the cat's and controll panel and then stick an older copy of the atioglxx.dll in the system32 folder if you want an older copy to be the default openGL driver.
I haven't checked to make sure but to use this for NS you would place it in the HL folder and to use it for CS in the CS folder etc.
Guru3d has many driver releases.
I also remember weird gamma bs in steam with some of the older cats, and I like how my newer ones always have sensible gamma. We will see, though.
