If you have 3 you can xeno the hell out of them.
If you have 1 hive, as is probably in the case you're thinking of, you're screwed.
By giving the marines more targets besides that fade, I think its useful enough, but even more so when they ignore the skulks while they take down crucial structures while they're trying to get the bladed messia down. Other than that, they're pretty much free res if you know how to aim.
But if you are referring to ns_ maps then no.
Skulks are important for harassing marine structures in and out of base. They are also essential in informing the rest of the alien team about where the marines are.
Yes and No is the answer.
The role of a skulk in the later game has to change. Im a pretty expirienced player, but attacking marines with armour + weapon upgrades is never easy, and if they have a hmg or heavy armour (or both), you pretty much just give them res for killing you.
Instead, you must change from ambush/attack skulk to, RT hunter. One skulk that goes round just attacking RT's can be very helpful to the alien team, not only does it starve the marine team of res, but it can distract the commander and generally slows the marine team.
Failing this (all electrified etc) do attacks on the base when it is empty, for the same reasons as above. Just remember, even though you are a skulk and if you die its no big deal you come back as skulk, everytime they kill you they get res, just remember that.
Im a self confessed res ****, so unless I do something stupid and get killed Im very rarely a skulk in the later game.
Skulks are handy up to the point where marines are toting upgraded shotties. At that point even Cara won't save you. However, a marine has to HIT you, and if there's 4 of you barrelling into MS with celer and cara then marines will be all over the shop trying to kill you.
Making them lerk and fade fodder.
At three hives you're probably packing Focus too, which means 2 bites and you've dead rines. If you're all zig zagging with cara and celer then rines will clip you rather than get you full on. And of course at three hives you have Xeno which is great for opening up marine bases before a big rush.
Skulks are effective mid-late game but they rely on good upgrades and a player skill. If you can't do it, then go gorge and support the team with WELL PLACED chambers, or go lerk and spam umbra over your teammates.

Get them to shoot at something that can take the bullets, then hit them from another side. Skulks can do just about as much damage as a fade/onos, they just can't stand the pain.
Skulks are far more paper than any of the other paper-armored combat classes. You have to work around it. If you don't have fades/onos, and don't have 3 hives, skulks are very limited in what they can accomplish.

Skulks are handy for team attacks on heavy armor trains.
Do not post vague figures from thin air and your pub experiences. They only server to make yourself look stupid.

I do not know where you can get skulls....maybe you can have a Fade decapitate a marine and maybe if you wrote 'The Khaara were here' on the skull and threw it to the marines then maybe....
Ohhhh skulks!
They're sort of dependable late game by disrupting marines with Xeno. Not to mention that in very large groups skulks are like zergling rushes of Starcraft. The best thing is that they can't spawn more marines than their amout of players, making it even moreso devastating.
If they're accompanied by something else like...an Onos or Fade, the marines generally tend to focus fire on them instead of skulks until they feel their ankles being bitten off. Works much more better than a full skulk rush.
But then again, this all falls onto how the player uses the skulk late game. I don't usually play as a skulk lategame though, and neither do any of the pubs I have frequented have good late-game skulkies.
And I failed to mention that one grenade launcher can wipe out earlier mentioned skulk pack. Nooot good.
