i was a fade.
i had acid bombed and slashed that marine a good 50 times, literarily
he just stood still for 2 minutes while i slashed and bombed him while he welded me whenever i got close
even tho fades have been stepped up in 1.01, i still run from HA marines, because we get minced by them
either you change HA from stopping 99.9% of dmg
or you raise its price to 40 ea.

Agreeably though, HA with armour upgrades is very very tough. I'm interested in it's exact damage absorption rate for the four levels of upgrades .. anyone know?
If they make good use of welders though dont take them on 1v1, get a partner, you might be able to kill him solo and you might not but why risk it when theres something called teamwork?
Fades can cut through HA pretty quickly if they can get the hits in. Their armor stops only 95% dmg which means each slash you do does minimum 4 dmg to health. The other 76 dmg gets applied directly to armor... which fully upgraded is only 290 (I beleive.. have to check config file to confirm). So 4 hits from your arms drops there armor to 0 and one more swing drops their health to 0... So a HA in perfect conditions should drop in 5 fade swings. This is perfect conditions... so call it 7 swings and that is about average estimated. That is about the same time concentrated HM fire will kill a fade at point blank... since the fade costs slightly less... Everything seems balanced.
As a fade I have killed several marines in HA... rockets work better IMHO as you have distance and 99% time HA marine does not have a buddy welding him. Soften his armor and you can cut through him like butter.... On the same token... HM at close range can rip through fades quickly... I think your exagerating a bit, thats more than enough to take out a base, let alone one marine, HA or not.

Also wiskas, you may have been playing on a server with cheats enabled, and that marine may have had godmode on. I've run into that a few times.
