Having Issues With Lag Spikes In All Servers

(specs are below) Ok, heres the problem. Ever since ive started playing, ive always had trouble with stuff moving sluggishly or waht some call "teleporting players" which is usually associated with huge amounts of lag. I used to think it was an FPS problem, but my machine is pretty decent, and this is still the halflife engine. I play on cable, and thats what bothers me, that im playing with broadband and im still getting huge lag spikes when a rather large battle ensues (not to mention i held down tab, and my ping went from 100 - 400+ during a battle)
Here are my specs:
Processor: AMD Athlon™ XP 2000+, MMX, 3DNow, ~1.7GHz
OS: Xp-pro
Memory: 512MB RAM
Sound: Onboard Mobo sound support
Graphics Card name: RADEON 9800 PRO
Display Memory: 128.0 MB
Game setup: Opengl 1600x1200 32bit color (already tried lowering the resolution, hasnt fixed anything)
Not running EAX
Playing from halflife disc
Using steam.
Playing beta 5 (noticed the same problem on older versions though)

    I get lag spikes too, but its my ISP being lame (Wanadoo)

    open your net graph to see them clearer

    If not (and I assume your cable is at least 512k) use
    cl_rate 20000
    rate 20000
    cl_updaterate 101
    cl_cmdrate 101

    If you are still getting them after this...

    It will be either

    *your internet service provider

    *the server your playing on lagging

    Try playing on loads of different servers, and if you are getting lag spikes on them all then it your internet service provider.

    like me its probobly your isp.

    happened to me for 2 weeks but nows its gone, im using ntl and i beleave they've updating the servers or what not, so it maybe that.

    No, i guess i hadnt setup my rates yet. That helped a ton, thanks for the info guys.
