Fps Sucks

yeah, i read the guides and they havent helped at all
i just got a PowerColor 9800 Pro (i checked mem chips and its a proper pro)
i get 40-50 fps and it sucks. i can put my tnt2 back in and get 90 fer christs sake.
does ANYONE know what the prob could be? are there gfx card diagnostic progs out there to see if the pipelines on my card are fooked? like if i got a bad one?
pc specs are as follows:
AMD XP 2000+
Gigabyte GA-7VA MoBo
512MB DDR Ram (Kingston Value RAM)
40GB Seagate drive (C:\)
200GB Western Digital 7200 RPM with 8MB Cache (D:\)
Windows 2000 Pro
all my games are on D:\ so i dont lose em if windows screws up and i gotta reformat

Also, have you tried disabling truform? Type:
ati_npatch "0.0"
ati_subdiv "0.0"
Into your console and see if that helps.
cpu is 1.674 GHz
Tried lots of drivers and guides, nothing worked though =/

They also have geforce. Check it out.
Also, make sure you installed your mobo chipset drivers.
When you install the omega drivers, make sure you use Driver Cleaner to remove your old drivers.
