  how can i fix this? my other CS/HL/TFC steam works fine except NS, please assist.

  okay I could just not know it but why are there $ and & and the execute line?
  also I dont know why you aded the exec server.cfg it does it auto.
  
  things to check your ns basic installation because well according to what youve shown nothingng loads [im assuming your using some mod meta amxx etc] try a reistal its always the best awnser unless you need files but I have no idea theres not enough info to really narow it down.
