I have a problem with my computer. I got a new one on Tuesday: P4 2.4 Ghz, P4PE2-X Motherboard, ATI Radeon 9600 Pro 256 MB, 256 MB DDR333 PC2700 RAM, on-board sound, 10/100 on-board LAN.
Yesterday, I installed DirectX 9.0c (the newest one). Restarted, I think, yada-yada. Today, when I turn it on, it stalls for about 10 seconds on the screen before "Windows XP loading", and for another minute or so after that, before it displays the desktop and everything.
Can anyone help please?

And I tried reinstalling DX9.0c. No effect.

Oh services could be causing this as well, if they are, you're on your own.
As a rule of thumb, if you don't need it <b>immediately</b> after start-up, then it shouldn't be running automatically.</s>

I fooled around with services quite a bit; turned off all the unnecessary ones (under the guidance of some site. blackviper, or something). Let me try to get that fixed... maybe it's the problem.

I know about msconfig, and only things I need are running (of which there aren't many).
IMPORTANT
I think that some of you think this is when my computer is loading windows - after I click my user name or whatever. This is <b>not</b> what I mean - I mean it lags before that. I turn on computer; shows some basic info on computer "RAM, processor", then wait 10 seconds. (Before, this was instant). Show motherboard name - P4PE2-X. Wait a minute or even more (before, this was almost instant). Show windows loading screen, wait couple of seconds, load user menu (to log on).

If it keeps doing that even after formats (which is what I gather from your statement), then it's a hardware problem. Probably the most thorough way to see what's wrong is to swap parts with other computers.
This cannot be a hardware problem.
i'm guessing its spyware or a virus though..........
Really though, I agree that it might be spyware/virus/trojan. Get your hands on McAfee virus scan/firewall, adaware, and spybot.
And, silly me, I turned off system restore (instinct, back from the days when I salvaged every megabyte I could find :'().
In this case I would guess it's an incompatability between DX9c and your vid drivers. Roll back your drivers, get new ones, get older but recent drivers, etc. or just make do without the newest version of DX (and whatever games require it) until a new driver comes out.
I'm experiencing no slow-down whatsoever after windows has loaded up. It's only when I turn on the computer - those moments before the user screen.

Scanned using Ad-Aware SE Personal. Found something called "Alexa" (5 out of 5 threat), removed. Problem stays <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html//emoticons/sad-fix.gif' border='0' style='vertical-align:middle' alt='sad-fix.gif' /><!--endemo-->
