Trouble Upgrading...

Ok, so I'm commanding in a 12 person game, and we need to take over their third hive. So I drop the Turret factory, it gets built... and I can't upgrade it.
Has anyone else experienced this? We spent about 20 minutes swapping commanders, trying to get it to upgrade. Its a huge inconveniece. And it spilled over into new armouries, which were also un-upgradable.
It seemed like I couldn't select the factory or armoury (the health-circle would appear magically under a turret or other close-vicinity building)
I've only seem it the one time, and I really don't wanna see it again, so please tell me if it's something I did wrong or a server error, lag, etc...

Also sometimes it says 'not fully built' after trying to upgrade. But i spent about 5 minutes building the thing and it was no use. Suffice to say we lost.
Could it maybe be that you need a certain structure to upgrade to advanced turret factory? I never noticed or read anything like that before, but maybe it does..
it looks as if its something you cant do purposly built into the game.
