A test by someone on the verc forums shows that the switchable light is, although very good quality, still not quite the high quality of a non-dynamic erm, normal texture light.
If by "high-quality" you mean the amount of light the texture gives off, then yes, switchable texture lights do not give off the exact same amount of light a standard texture light with the same brightness level would give off.
