First, make sure your custom spary is named "tempdecal".
Also, make sure it is in your "steam/steamapps/halflife/ns" directory.
Third, set as a "read-only" file.
If you change your options in NS, and the spray is not set to
"read-only", then it will be overwritten by the default sprays in half-life.
Some other things you should know:
1. Transparent parts of the spray should be a solid blue color. (RGB = 0,0,255)
2. The dimension of the spray must be a multiple of 16. (16x16, 128x128 etc...)
What programs are you using? Personally, I use MS Paint and "Wally".
Try my spray. Just put it into your NS directory, and go start a server.
It is a small 64x64 picture of an Pistol. Notice it is a read-only file, this is
ok, it prevents the file from being overwritten if you go change your options.
Just open it with MS Paint. You'll see what I mean by
the "blue background" that makes it transparent.

Anyways, there is really no way to avoid losing
the picture quality.
This might help, it is a chart of acceptable sizes for decals.
