We could make custom games, applications, and yes, port software to the PSP. The only downside is the legality.
It's interesting to note then, that this may mean user made games. This could actually be damaging to the industry, but it's a step forward nonetheless. It's not like we haven't seen great user made games in the form of mods.
Edit: Look at the Xbox side of things. There's tons of applications/games, because it's easy to develop for (DirectX 8). The only thing is the legality of the situation, but that's aside from the point.

And just like the stolen X-Box SDK and DS SDK, anything written on them won't really be legal, so no point in getting excited, as you won't see any legal apps any time soon. For those that do not care about legality though, I bet its an exciting time to own a PSP...
(If anything getting Divx playback on it for the sole purpose of saving battery life by not spinning the UMD disc for movies would be a noble goal)

There's nothing illegal about writing applications to be compiled with the XDK, it's just if you do distribute anything compiled with the XDK, then you break the law. This is probably why things like XBMC (www.xbmc.com) just distribute the source code and leave the rest up to the imagination of the user.
But seriously, it will mean things like N64, Supernintendo, NES, Sega, and other emulators and roms will be possible for the PSP.
