Can I install NS if I only have CS 1.6?
I bought CS:CZ which came with CS 1.6 through steam. However I do not have the "half-life" game. There is a hl.exe within in this folder. My question is, is there a way to instal NS using CS1.6 to point to the HL.exe? Or did valve screw up and if you bought CZ and CS1.6 you cannot run mods?

You can't play HL1 mods with just HL2 Bronze, just CS:CZ, or SOME versions of the HL2 Collector's Edition pack.
As for CS1.6, I thought that was a HL1 mod, and if so, you should have HL show up in the "My Games" list, even if it is greyed out.
I point you to section 1:

I was mistaken. Some forum/net searching shows that owning CS1.6 will not allow you to play 3rd party HL1 mods.
There's little point trying to "figgure it out" I'm afraid; no amount of moding the CS folder will let you play NS. Although it would be fun trying to fool Valve into letting you play NS by copying all teh relavant files into the CS fold... no, that's so wrong and twisted it's not even worth suggesting in case someone takes it seriously.
Go grab a copy off the net or your local game store. If your profile was more informative I could have given you some links to an e-store based in your country. Presuming UK, here's some HL1 amazon links I prepared earlier:

Thanks for the Thanks.
