I kind of wish the thread starters to these things would respond, to let us know if their problem was remedied or not. :/
But yeah, download steam. It defaults to Valve/Steam instead of /Steam now. Install the 3.0 client, 3.0.x patches are not required, as they are all server side.
If you cannot connect to a server, it is because you have earlier versions of NS, most likely the 3.0 betas such as 6, 5, 4, etc.
Try uninstalling NS or just installing NS 3.0F(inal) over the beta versions.
