I'm sure you already know this, but cancer is when a cell doesn't know when to stop dividing. This causes a tumour, and the cancer cells can be transported via the bloodstream to other places in your body to create metastasizes. The tumours can invade other organs. Cancer is caused due to mutation in DNA. It can be genetic, or due to your lifestyle (smoking, fatty foods etc). So yeah, I think it's pretty hard for a rat to survive cancer and "infect people".
Speaking of cancer, my uncle's wife has breast cancer. She's still waiting for test results, but it's pretty unlikely that she'll survive. :/
