considering 3.3's purpose would be to solve any major issues with 3.2, I'd have to say no, theres pretty much no way they can be concretely planning on ns 3.3. they may be figuring on some 3.2.x releases to make minor changes though.
You forgot the "0" in the end <img src="style_emoticons/<#EMO_DIR#>/sad-fix.gif" style="vertical-align:middle" emoid=":(" border="0" alt="sad-fix.gif" />

After 3.2 the main focus will switch to NS2, but that does not mean that we won't continue to support our existing community. There will be the 3.2.x bugfix, performance and balance patches to begin with, and following that we will probably look closely at doing 3.3. With the focus being on NS2, don't expect 3.3 to be of the same scale as recent point releases have been.

I hope 3.2 is the last.
After this release; as long as there aren't any major crashes or stuff like that, they should focus all the resources on NS2. That is whats going to be making them money in the future...

Will we be seeing a seperate team come in working for free/voluntarily on maintaining NS on HL? As of course this would be much more effective for those that are waiting for NS2 or don't want to upgrade.

3.0 was never supposed to be the final release of NS on Half-Life.
