i do not have internet on the pc where i have the game so i cant do it from there.
Click on "Free Download" in the right to download Steam. Just remember, you need an <b>valid</b> serial key, plus you need internet to connect to it and to play online as well. But once you connected to Steam once, and you have your games enabled / activated. You can use offline mode to play half-life offline.
Also, once you activated your account. You can download Half-Life from anywhere you like. Doesn't matter where you are.
when i am finished downloading, can i just copy it onto a cd, and then intall it on my pc where the original game was?

A backup should be possible when right clicking on the game once you played it, but I am not sure about it since I never used backup myself. But I am afraid you would be unable to play offline on the other computer because the data / information will be saved at the computer you are logging in to with steam. In order to play it offline with your other pc, you also have to login with steam with it.. With other words, you need internet connection at your other location at least once to play offline.
