There's a plugin that changes the map back to a NS map once a certain amount of players are reached. Seems to work well, except a lot of players will tend to go "oh noes, not an NS map!" and leave the server, meaning the servers sometimes fluctuate between the two map modes until you get enough people.
From what I heard conceptually, CO maps were supposed to promote server traffic and "get ready" for an NS map. Unfortunately, that plan kind of backfired, and the people who go "oh noes an ns map omgz!!1" leaves.
It's frustrating to the community sometimes...or all the time...
Using smaller pieces of current NS maps for CO maps would help players be familiar with parts of the maps, but that's all for not because CO does not promote traffic for normal NS.
Ultranewb, if combat is used correctly, it can promote NS classic gameplay. I have been using it successfully for the past couple of days to populate the NSA games server. As soon as we get enough to switch to classic, we do.

If an admin is around we will change it manually, but the threshold is around 12 players which will enable a mapvote that allows for mostly NS maps to pop up.
The vote from there as far as I've seen always goes to classic.

IMHO the best way is to have a mapvote at the end that allows players to choose either CO or NS. As soon as an NS map is elected, no more CO maps are available in future votes unless the playercount becomes low again.
combat is quite effective at boosting the # of players on a server with less players than people would want to play classic with, plugins quite often have a feature to offer biased map votes depending on how many players are on.
This can be quite effective at getting people to play NS, but there are some CO players who are 100% unsuited to playing NS and sometimes the server population may drop off after a round or two. Though this is not always the case it is a fairly high (though I wouldnt say the most likely) occurance.
The switching to NS mode should've been hardcoded into the game or the devs should've in other way clearly shown that its NS they're focusing on. While they haven't done that I'm beginning to wonder if their real intentention isn't to divide the community further. Clanner vs Pubbers (hate each other due to the impossibility to balance based on the number of players). NS vs Co (These usually hate each other as well). It's sad to see a game that's usually only being played by 500 players being divided up like this...
