The best way?
People have been customising their models and sounds for an improved gameplay experience, ever since doom, and perhaps before. Huge modelling communities grow, and sound packs are also released.
I run a small model customisations site: http://members.optushome.com.au/mwormald/
Yes, it is for quakeworld, but my modelset is very commonly used, and very popular. It is not for cheating, and yet it enhances the playing experience for many, many players. The same can and does apply for natural selection mod packs.
Many players are perfectly satisfied with what they have from natural selection, their opinion is that the sounds and models are perfect, and this is great! It's good to know that the games defaults successfully pleases most players.
However, there is always going to be people, like myself, who enjoy tinkering for sounds and models that are more pleasing to the eye of the beholder. This encourages and spurs interest in the mod, and increases its longevity. It's a good thing.
Granted, under competition conditions, players will want to lock down model customisations. A reasonable expectation, but on the average server, if the price to pay for my modding freedom, is having say, one in every twenty players giving himself a no skulk bite animation advantage, so be it. I really feel that giving some players a slight advantage in some circumstances is worth the cost. I do not cheat myself, and winning is not my sole goal. I like to see a team play to the best of their ability, I enjoy a challenge.
At least make it off by default. If not, you are putting a loaded gun to the forehead of the NS modelling/customisation community. Most server admins are ISP gamejockeys who do not care about the finer points of games, and it will spell the end of customisations. Hopefully some thought will be put into this, and we won't have to remove the Modelling forum/community.
