Help My commander view doens't work properly

<div class="IPBDescription">i don't see the icons of comander build</div>hello,
i'm trying to play with comander and the icons doesn't show off properly they look like missing or something.
i tryed reinstall the game but doesn't found the uninstall so i close the steam and rename the folder, and i installed again and he keep showing the error.
a second issue is why both teams in the score have the letters in green?
