Pop-up Menu Trouble

<div class="IPBDescription">I think my pop-up menu is messed up</div> I run the CS retail version, and I have been having trouble with the pop-up menus. The menu appears very out of place, in the upper left corner (I think). I looked at the slide show, and I have never seen anything looking like that popup menu.
I have attached a screenshot of what happens when I hit the right mouse (default) key. The SS also captures the text when I am on a particular one. This is the only major problem I have.
If anyone knows what my problem is and/or how to fix it, help would be greatly appreciated.
Sorry for the poor image quality, it got messed up when I changed it from bitmap, but is still usable.

EDIT: The computer I had this trouble with was 2.4ghz P4 (533mhz bus), 512mb rdram, geforce4 ti4200 128mb). I was just enough of a noob to have it running in software (I ran CS in software because with a sniper, the area that is normally black (scope) in opengl you can see in software 800x600.) So if an enemy was in a spot I wouldn't be able to see in OpenGL, I would be able to see in software.

Scoobydoo, get some up to date drivers for your graphics card - what is it? Then if you like go to start > run and run dxdiag you can use this to test that D3d is working. Or start ns and go to config / video mode change from software to D3d or open gl (640x480) - if it fails you can change it back, it it succedes you could try 800x600 or 1024x768 but this may increase lag and decrease framerate. Experimentation is the key.
I am lucky enough to own a P4 2gig with geforce3 so I can run pretty much any res but I find 1024x768 is just right.
