I think it partially depends on context. If there's any sort of compromising positions going on in those drawings I'd go with a 'no'. If you know the person decently well, or they know you're a good drawer or something, it could be construed as a compliment. It's also less awkward if they're not dating anyone, as well.
If you want to cover that one up, just draw some other people and say you're going for drawing random people.

Okay, artists do this all the time. They seem someone who just looks, well drawable. It's not weird to draw someone. Hell, it wouldn't even be weird if she showed up at the same time at the same place and you continued to draw her. I know a guy who once sat across from a sleeping bum in a park and drew him. It's the study of life really. Anyway, if you fancy her and ask her out be sure to hide the drawings in the bat cave eh? Or outright tell her. My advice is keep on drawing, if you're intrested in her then allow her to accidentlly see the portrait. Like, let it dangle from your notebook and fall by her feet, continue to walk on until she picks it up and hollars. I'd like to see how that turned out ^.^
No matter how familiar you are with this person, if you're drawing in an objective manner, just for practice, then I would say no. I think a better drawing does make it seem less creepy, and drawing the other people around her can help as well. Don't try to hide it either.
I've had this problem before. As an artist, if I see an interesting subject for a drawing or photograph, I don't feel restrained because it's part of the trade.

Actually I'm drawing her because I'm completely head over heels for her, and need an outlet for all of that energy. We've been seeing eachother off and on for the last 8 months, and she's been feeling pretty crazy about it too, but she doesn't feel comfortable dating me because I'm American. (She's Indian.)

I was in the ethnic barrier thing. I dealt with it by eating out with her and her parents. They were satisfied with me, and all was good for the time it lasted. Be nice and act natural towards her parents, they will see that you are great.
