Choke issues

Hey I'm a long time HL player and played NS for a while before and during the release of 3.2. I redownloaded the game since I have free time and it was running fine. The only change in my pc is I recently updated to a HD3850.
I started to change my rates to 101 101 3000 what i always play with and now I have a consistent choke of 100. I downloaded all the newest drivers and hotfixes I could find as well as changed my rates back to default but the choke remains along with some random crashes cause by VPU Recovery.
I'm out of idea how to get rid of this choke that has made the game unplayable. Any help on the matter will be greatly appreciated.

hell, what is your network setup in general?
my prime suspect would be QoS packet Scheduler depending on the OS. Or something in your network setup.

The choke persists in other HL Mods including DOD and CS.
I'm connected to my cable modem through a linksys at 100mbps.
Anything else I should post?
Since it is happening in other games this may not help but the first two adjustable variables in NS (HLDS really) that come to mind are, rate and cl_updaterate. I would check in console to see what they are set for first then try something like Rate 20000 & cl_updaterate 35 - There are a few other variables that can contribute to choke but these are the two big ones. There are all kinds of guides that explain what they do but start there and tweak one setting up and down to see the result then the other setting up and down until you find the sweet spot!
EDIT: I realize now CS and DoD use the gold source net code too so it may help after all.
Start -> Settings -> Network Connections -> RClick on your LAN connection -> properties -> uninstall QoS Packet Scheduler.
It is notorious for messing up goldsrc games by causing huge amounts of choke due to 'scheduling' packets (don't know exactly what it does, but I understand that the point is to make sure they flow properly, but it does this by holding some back ,which is exactly what choke is)
