Our website updates with NS2 offical side synchronously and translated most of all articles into Chinese.
all of these are out of love of the game.
and we all hope NS2 can support other language pack ( German, French, Spaish, etc. especially Chinese), not only english, to make this game more palatable and popular at worldwide ( at STEAM ).

Basically what Puzl said.
Although chinese might be a bit harder because it would need the game to support unicode or some other non-ascii character set, although I imagine UWE already thought of that.
it's just by edit the .spr file and titles.txt

Yeah but if you don't speak English (especially if you don't speak a similar European language), then figuring out what "buy rifle" means could be pretty challenging. It also isn't like the words you see in NS2 will necessarily be words that come up all of the time in daily conversation, so even someone with basic knowledge could be challenged quite easily.
But either way, you do make a fair point: the fact that the English in NS2 is relatively simple, combined with the fact that (as others have said) much of the text is coded rather than baked into objects, should make translation by modders a relatively simple process.
