Using external voice comm software means that players can speak to their teammates when dead. I think you should only allow the HL voice comm. If this isn't feasible, then I'll change the the tourny mode voice comm to always allow a team to hear each other, so everyone is playing on equal ground.
Also, I don't think that stacking structures is an exploit. I think that deliberately building a structure such that it doesn't exist entirely inside the world (ie, it falls through the floor or sits outside the play area) is an exploit though.
I've removed the no stacking rule and added the one that you mentioned.
As for voice comms. I'm not sure that it would matter too much in the end since when dead you cannot roam free or look at the other team, but I do understand what you are saying nonetheless. A couple of questions. As I remember (but I may not be current on this) using a HLTV server has very bad performance implications for NS servers, has this issue been addressed? Second, if you are running HLTV why do you need first person demos? This requirement would seem to be redundant if you are running HLTV.
One last question, when do you expect the resource counting and round timers to be available in the NS server?
Currently, alot of the things you mentioned can not apply to NS in it's current state, thus, the next client patch should fix and update for those things. (HLTV support, time, resource count) HLTV right now is missing alot of code, it's usable, but not very well at all. To my knowledge after talking to alot of the admins, CAL will not start until these are in working order, which means at the very least the next patch.
