SCVReady.com was organized by competitive players (frG, blind, Doctor, evilness). We got even players like mouzMorrow to play there. It wasn't specifically designed to promote NS2 (although ENSL was advertized, and NS that way).
It was actually quite fun, especially the shoutcasts. We had about several thousand viewers watching the livecast, and about 500 players in the cup.
If UWE would be willing to donate the prize money, it'd be a great opportunity to advertise NS2, but I don't think its a good idea before the game is good.
Tbh, contacting Husky, HD, TeamLiquid or any other pro gaming communities/people for too early announcement would probably do more harm than good (just look at the response to NS2 alpha/beta from its core fans). Don't expect the same patience from people outside, especially competitive gamers. I can't stress this too much. For any game, you usually have one chance to advertise it properly to a specific community, so it has to used very carefully.
teamliquid forums are seriously the holy grail of SC2 and SC:bW. new game changing strats usually sprout from their. Paid sc2 players post on the forums their regularly, rather than the official forums of the game.
Original poster really has a REALLY good point. I play sc2, a lot, and SC, SC:BW. There are VERY many similarities between NS and SC.
If you could establish some sort of connection with teamliquid forums. you would get A LOT of people who play starcraft to check out NS if they haven't heard about it. The thing is, teamliquid is generally filled with hardcore PC gamers, so not many hardcore PC gamers haven't heard about NS.
A few ppl really bagging the game on the delays, but some people stepping into support it
seems like ns2 is really polarizing ppl! The good news is, the doubters are saying flayra et al will never be able to deliver their own engine. So when they do and its awesom, might have a big impact on the doubters - no zealot like the converted and all that.

Does the original poster visit this forum?
