There's already a way to identify and track enemies in commander-controlled areas; it's called the minimap.
If you're asking if the game will ever bounce real-time generated radio waves off of surrounding objects to give a rough map of the nearby area; I doubt it. That would be a lot of work and engine strain for very little utility.
NS1 had an over-powered feature called motion tracking that once researched meant that marines could wall-hack all aliens. it was a great feature for marines but destroyed skulk play once it was present. It was one of first key things invested in at startup...besides shotties and an extra ip.
I hope if they decide on such a feature it will be a 'spell' the commander casts on a certain area. and not the constant ...I can see you feature in NS1.

Anyway, the question was about the marine minimap; I think Flayra recently mentioned in the design log that it hadn't been planned originally but was now being considered.
radar definitely won't fly with the skulk players. an alien upgrade will be needed to allow them to remain stealthy, but having the stealth upgrade conflicting with other upgrades so you don't got fades and onos' running around hidden from radar but still packing the damage and health regen buffs.

That wasn't a remake. It was a conversion to the new engine.

NS2 seems to be aiming for that Scare-your-pants-off feel when you and your team moves out of main base; you never know where an attack will come from. Adding such a scanner would turn this into a point and shoot.... "Movement to the left!" (marines all fire left and kill skulk) "movement above" (marines all fire at vent and kill skulk) "4 aliens moving in next room" ...
I love how I am checking all corners and vents when I move into a room currently, and I love how I still get rattled by surprise attacks.
Hm i think a radar must be implented in a game like NS2. It is just more realistic if it exists. But i think for the gameplay it would be better to make it like in CS. Or in other word just make a small version of the minimap in the topcorner. But it is just disturbing to klick c for map and then the fullscreen is filled with the map....

motion tracking was actually pretty rare in my experience, and certainly was very rare in competitive play. It cost 35 res, and made it so you couldn't research anything else at the obs during its long research time. Some times going really early motion tracking could be powerful, but generally it was super risky. Going early motion tracking, means you don't get armor 1, and phase tech is delayed, so you your marines are really weak early game.
Motion was a powerful tool, and hit certainly makes skulks weaker, but it doesn't effect the other more dangerous lifeforms much, and it was expensive enough to make getting it early pretty risky.
