My sound setting is at maximum (in-game, Steam and in Windows), but the in-game voice chat is too quiet even if I have all other game sounds turned off. I don't have this problem with other games using Steamworks.

ns2 uses its own voice chat. The quality is better than when they used steamworks. The only issue right now is the volume. It already improved, because you can change the volume, its just that the maximum volume is too low.

That is not enterely true. Maybe it is just for me, but I tried reducing the volume for all other sounds and the music while leaving the speaking volume on 100%. It didn't work. Also I tired increasing the Voice volume to 150% (via an edit of the options.xml) and it didn't work. But somehow the volume of the voices increased if I crank the overall sound... Turning the voice volume down to 0 does not work either, I can still hear people who use the voicechat.
In my opinion the Voice volume setting doesn't work.. voices are still attached to the main sound setting..

Exactly what I have found, the voice volume is tied to main volume, so you basically cant increase the voice volume without increasing everything else. Only way to increase voice volume is to have the other person increase the mic input level
