A way it could work
Playing as Marine Commander, there are various energy-based abilities at your disposal. I couldn't help but notice the large circle around the Observatory when I select it, which leads me to remember motion tracking in NS1.

Here's my take on how MT can work in NS2:

Motion tracking detects Kharaa movement within Observatory range (through walls as well)

Marines do not see the tracking target icon through walls, but can see the enemy icon (anonymous) on the minimap.

Marine Commander can see the tracking target icon from overhead, as well as the enemy icon on his minimap.

When a moving enemy is in direct line-of-sight, Marine HUD will take a brief moment to lock onto all or the closest moving targets on screen, with a cool target lock-on effect. This is a visual effect, and does not affect the player crosshair.

Cloaked Kharaa will not be uncloaked by motion tracking, but can be locked onto by it. This is to keep Scanner Sweep useful as a secondary option.

So motion tracking 2.0 is not necessarily a wall-hack for all Marine players (like it used to be), but it will make targeting easier for them. Regarding target lock-on for cloaked aliens, the Camouflage upgrade requires an alien player to stand still in order to cloak, so it shouldn't be a problem.

I wonder if there should be some indication for alien players inside MT scan range...

I think a cool way to do it would be to only track motion in areas that are powered by powernodes.
That would give more purpose to powernodes, and make them more worthy to take down instead of the Extractor.
And as it's harder getting good cover when biting Powernodes instead of Extractors(you can hide behind them), I think this would be a good trade-off, that would require the player to have some intel on the marine team to make the right decision.

As long as motion tracking is not the full map, I like it. The powered room idea sounds good, provided there is an observatory there. It could also be anything within a smaller circle around any observatory.

Giving the marine commander a temporary ability to significantly increase the observatory size (at the cost of energy) would be good as well, as long as it doesn't turn into a chore for the comm.

Maybe you can make a mod with aimbots for everyone instead. More is sometimes less mate.

Powered rooms with MT would even the balance of pushing perhaps.

Actually yes, having an Observatory enable MT in a powered room is a good idea. At least then Kharaa can spot it and react accordingly.

I don't see how the target lock-on can be considered aimbot, as it doesn't snap your crosshair onto your targets. What it does is the HUD merely takes a few seconds to determine the location of nearby moving aliens, and show you a blue holographic icon that follows the moving aliens around.

It can be made so one or more icons can be active at a time, whatever balance demands.

Not nessesary with the requirement of the Observatory to even be in the area.
As long as you have an observatory, you could have motion tracking in all powered areas, granted you have fully researched the upgrade.
Aliens could go for the observatory in base, or just kill all the powernodes to counter it.
That would give powernodes another role in gameplay.

    I like the OP's idea. Well thought-out.
