Stop trying to pass the blame, just accept that you are human and made a mistake.
Steam is awesome. I'd rather one platform of distribution that has all my online friends and groups on it, then 4 different ones that I have to log into and add the same friends.
Anyway... isn't it possible to 'swop' games on team now? Can't you just buy a very cheap game and swop it with your friend for NS2?

I think we're forgetting a key fact about this claim. He's saying he purchased NS2 over steam and is willing to give Valve his credit card information to have it transferred, whereas anyone who's purchased steam knows it's not possible to purchase it through steam, you have to go through NS2.
So either the OP isn't too bright in that they don't realize that buying an NS2 key from Unknown Worlds has nothing to do with Valve since the payment was made to Unknown Worlds... (this is reinforced by the fact that you also used the key on someone elses account)
-or-
They read about how some community members/devs are generous and have given out free keys in the past, and are trying to appeal with some BS sob story to swindle a free key.
my advice, provided your story is true, make your friend buy you a copy. most logical course of action.

This is why I think it's fishy. He sounds like someone that multi-account uses and just tied it to the wrong one.. which a suspicious person might think was VAC banned or something.

It is run by greed and has become noticeably anti-customer to an extreme.
I recently purchased a copy of NS2 over steam. Immediately after completing the purchase, I realized that my friend had left his account logged into my computer and it wasn't my own account that I spent that cash on. I thought it wouldn't be a big deal - Steam Customer Service would be there to help me out...
After sending support a message and waiting a day and a half, they very simple told me they do not perform transfers and that there is no other option for myself to have my property transferred to me. I sent them a final message asking if there is any understanding for this unique exception and I am still awaiting a reply.
So here I am, asking you, as a gamer, customer, and member of the community, to please discontinue using Valve's Steam Network as the sole method of distribution.
If Steam does not give me what I have payed for I intend to contact the local Better Business Bureau. Then I will contact Visa and have the charges reversed. I'll also be writing in to my national gaming mag.
In any other system this would be simple. I would be given that which I paid for without issue. Instead, I have a company telling me SUCKS TO BE YOU WE HAVE YOUR MONEY<!--QuoteEnd--></div><!--QuoteEEnd-->
Take a deep breath and email store@unknownworlds.com , they will help you with having the charge reversed. Note: It may take a while until you get a response as they do not have a dedicated support department. Closing the thread.
