What are the times when people are actually on?

i was on a moment ago and there was like 4-6 full servers and 3 partially ones

Do you mean there's nobody playing on the servers or you see a list of zero servers?
If the second case (no servers at all on the list), go back into the menu, wait 10 seconds or so, and then go back to Join, the list should be there again.

It is a small bug. Sometimes you just need to wait a min for them to actually populate.
