What if Bile Bomb splashed goop onto structures, and prevents them from being repaired temporarily? The Comm can task a MAC or Welder Marine to attempt repairs, and their blowtorch/welder would steadily burn off the goop (halves bile goop duration). This would affect MAC and ARC as well.
Maybe to differentiate Bile Bomb from Bombard, keep Bile Bomb's huge range but increase its adrenaline cost, since with the goop effect it would be quite powerful. What do you think?
