When hotkey dropping medpacks, it is easy to accidentally select the victim marine and spam him with "move orders" instead of dropping medpacks
2. Suggestion or solution.
Have the medpack hotkey act like a toggle instead of "press and place"
or
Only select marines via drag and click method as oppose to direct click method.

No idea how to program this
4. Reason you are submitting (not found on search/ expanded out of current discussion/ old thread has train wrecked etc).
Search for medpack and order spam and didnt turn up anything

It is really annoying when you command and run into that issue :<
Drag clicking would be ideal, but in the meantime, it's good to know what to watch out for.
Threaten them then PUMMEL THEM WITH THE FRUCKIN THINGS!
It usualy works, its a temporary cure for a long term disease.

YES! So tired of this unintentional order spamming. I think the toggle is the best, so you don't have to tap "s" and click over and over.
Personally though I believe the ammo and med pack mechanic shouldn't make it to release, I believe there are much more intelligent ways to achieve the same functionality without all the holes and drawbacks of the current system.

I do not like your idea of having to hold down S to keep dropping medpacks.
And I didn't mention anything about toggle.
That's what I responded to.
And why would you not want to keep holding S? The moment you let go, it stops dropping medpacks... a toggle would be an extra step for us coms who multitask like crazy...
