Also another thing that'll surely motivate people to abide by forum rules: enable the search feature for registered users only!
You type in the title of what you're going to post and it does a search on that title.
If it finds any decent matches it goes "the following threads already exist that may cover that topic. click any of them to reply in those instead" then at the bottom there's a button to continue to make your own new thread regardless.
this gets around having to explain the rules to people ( a good system ultimately needs no manual :P ) and helps curb people's tendencies through the power of convience and laziness :D
