Server moded or Vanilla?

Is it possible to get something that tells you what mods or changes have been done to the server you are on.
Just now I left a server where alien lifeform cost had been increased (which on its own I think is not so bad) but we were pretty sure other values had been changed too. The admin kept going rines, and talked trash a lot. At first I just thought he was a ###### when he was saying "you mad?" in all chat and saying that the bots were on easy. After awhile it clicked that he had deliberately hamstrung aliens so he could get his kicks.
Im not sure if this is next bit is just bad luck or possibly something the admin was doing. But aliens were getting the spawn bug a lot. All at once. And notably when someone got the required 95 pres to go onos.
On a slightly related note, I have seen a couple of griefers before as well. And it might be worth a mention that there aren't really any mechanisms to deal with these ######wits. The eject comm didnt seem to work against a griefer comm the other week.

This sounds familiar. I think I may have gone a few rounds on the same server, though I don't remember the outcomes.
